| Preamble | ||
| Group of Ministers (GoM) constituted to addresss all the issues that need resolution at the Central and State Government levels in the matter. | ||
| The terms of reference of the GoM will be as below : | ||
| (i) | Determine the boundaries of the new State of Telangana and the residuary State of Andhra Pradesh with reference to the electoral constituencies, judicial and statutory bodies, and other administrative units; | |
| (ii) | look into the legal and administrative measures required to ensure that both the State Governments can function efficiently from Hyderabad as the common capital for 10 years; | |
| (iii) | take into account the legal, financial and administrative measures that may be required for transition to a new capital of the residuary State of Andhra Pradesh; | |
| (iv) | look into the special needs of the backward regions and districts of both the States and recommend measures; | |
| (v) | look into the issues relating to law and order, safety and security of all residents and to ensure peace and harmony in all regions and districts consequent to the formation of the State of Telangana and the residuary State of Andhra Pradesh, and the long term internal security implications arising out of the creation of the two States and making suitable recommendations; | |
| (vi) | look into the sharing of the river water, irrigation resources and other natural resources (especially coal, water, oil and gas) between the two States and also inter-se with other States, including the declaration of Polavaram Irrigation Project as a National Project; | |
| (vii) | look into the issues related to power generation, transmission and distribution between the two States; | |
| (viii) | look into the issues arising on account of distribution of assets, public finance, public corporations and liabilities thereof between the two States; | |
| (ix) | look into the issues relating to the distribution of the employees in the subordinate as well as All India Services between the two States; | |
| (x) | look into the issues arising out of the Presidential Order issued under Article 371D of the Constitution Consequent to the bifurcation; and | |
| (xi) | examine any other matter that may arise on account of the bifurcation of the State of Andhra Pradesh and make suitable recommendations. | |

Dussehra roju em chestharo telusa ?
ఈ దసరా రోజుల్లో మన తెలుగు వారు ఏమిచేస్తారో ఒక్కసారి చూద్దామా ...?
దసరా ఒక ముఖ్యమైన హిందువుల పండుగ. ఇది ముఖ్యముగా శక్తి ఆరాధనకు ప్రాధాన్యత ఇచ్చే పండుగ.
కొందరు ఈ పండుగకు మొదటి మూడు రోజులు పార్వతిదేవికి తరువాతి మూడు రోజుల లక్ష్మీ దేవికి తరువాతి మూడురోజులు సరస్వతి దేవికి పూజలు నిర్వహిస్తారు.
ఈ సమయంలో పూజలో విద్యార్ధులు తమ పుస్తకాలను ఉంచుతారు. ఇలా చేస్తే విద్యాభ్యాసంలో విజయం లభిస్తుందని విశ్వసిస్తారు.
బొమ్మల కొలువు పెట్టడం ఒక ఆనవాయితీ. ఆలయాలలో అమ్మవారికి ఒక్కోరోజు ఒక్కో అలంకారం చేస్తారు. పదవరోజు పార్వేట ఉంటుంది.
ఈ రోజు ప్రజలు ఒక ప్రదేశంలో కూడి వేడుక జరుపుకుంటారు. జమ్మి చెట్టు ఉన్న ప్రదేశంలో పార్వేట చేయడం ఆనవాయితీ.
ఈ రోజులలో వివిధ దేవుళ్ళ వేషధారణ చేసి ఇంటింటికి తిరిగి గృహస్తులు ఇచ్చినది పుచ్చుకోవడం కొందరు వృత్తిగా ఆచరిస్తారు. వీటికి దసరా వేషాలు లేదా పగటి వేషాలు అంటారు.
ప్రాధమిక పాఠశాల ఉపాద్యాయులు విద్యార్ధులను వెంట పెట్టుకొని విద్యార్ధుల అందరి ఇళ్ళకు వెళ్ళి మామూలు పుచ్చుకోవడం మామూలే.
ఈ సమయంలో వెదురు కర్రతో చేసి రంగు కాగితాలతో అలంకరించిన బాణాలు విద్యార్ధులు పట్టుకుని అయ్యవారి వెంట వస్తారు.
విద్యార్ధులు "ఏదయా మీ దయా మామీద లేదు, ఇంత సేపుంచుటా ఇది మీకు తగునా .. అయ్యవారికి చాలు అయుదు వరహాలు, పిల్ల వాళ్ళకు చాలు పప్పు బెల్లాలు" అంటూ రాగయుక్తంగా పాడుకుంటూ అయ్యవారి వెంట వస్తారు.
గృహస్తులు అయ్యవారికి ధనరూపంలోనూ, పిల్ల వాళ్ళకు పప్పు బెల్లం రూపంలోనూ కానుకలు ఇస్తారు. సంవత్సర కాలంలో సేవలందిచిన వారు గృహస్తును మామూళ్ళు అడగటం వారు కొంత ఇచ్చుకోవడమూ అలవాటే. దీనిని దసరా మామూలు అంటారు.
కొత్తగా వివాహం జరిగిన ఆడపడచుని భర్తతో సహా ఇంటికి ఆహ్వానించి అల్లుడికీ కూతురికీ నూతనవస్త్రాలు కానుకలు ఇచ్చి సత్కరించడం కూడా అలవాటే.
దసరా పండుగ విజయదశమి నాడు జరుపుకోవడం జరుగుతుంది. తెలుగు వారు దసరాని పది రోజులు జరుపుకుంటారు. ముందు నవరాత్రులు దుర్గ పూజ ఉంటుంది.
విజయదశమి రోజున చరిత్ర ప్రకారం రాముడు రావణుని పై గెలిచిన సందర్భమే కాక పాండవులు వనవాసం వెళ్తూ జమ్మి చెట్టు పై తమ ఆయుధాలను తిరిగి తీసిన రోజు.
ఈ సందర్భమున రావణ వధ, జమ్మి ఆకుల పూజా చేయటం రివాజు. జగన్మాత అయిన దుర్గా దేవి, మహిషాసురుడనే రాక్షసుని తో 9 రాత్రులు యుద్ధము చేసి అతనిని వధించి జయాన్ని పొందిన సందర్భమున 10వ రోజు ప్రజలంతా సంతోషముతో పండగ జరుపుకున్నారు, అదే విజయదశమి.
దేవీ పూజ ప్రాధాన్యత ఈశాన్య భారతదేశములో హెచ్చుగా ఉంటుంది.

మిత్రులందరికీ దసరా శుభాకాంక్షలు..!! - Happy Vijayadashami to you all.
ఈ సృష్టికి మూలమైన శక్తి ఒకటి ఉంది. ఆ శక్తే వివిధ సందర్భాల్లో వివిధ రూపాలను ధరించి శత్రు నాశనం చేసి ఆస్తిక లోకాన్ని కాపాడుతూ వస్తుంది. ఆమె పార్వతి, ఉమ, ఇంద్రాణి, పరాశక్తి, ప్రత్యంగిదేవి. అన్ని రూపాలూ ఆమెవే. ఏ పేరుతో పిలిచినా పలుకుతుంది. అందుకే ఆమె ఆది పరాశక్తి అయింది.
అమ్మ పిలిస్తే పలుకుతుందీ అంటే, అయ్య పిలిస్తే పలకడని కాదు. అయ్య ప్రత్యేకత వేరు. అమ్మ ప్రత్యేకత వేరు. అమ్మ అందరికీ అమ్మే. అసలు అమ్మ అనే పదమే ప్రేమ స్వరూపం. అందువల్ల అమ్మ ఆ ప్రేమ స్వరూపి, ఆనంద స్వరూపి, కరుణా స్వరూపి దయామయి. అందువల్ల అమ్మ నామ స్మరణ ప్రేమమయమే. అందుకే సాయిబాబా ప్రేమ గరించి విశిష్టంగా చెప్పేవారు. తోటివారిని ప్రేమించమని చెప్పడంలో రహస్యం ఇదే. అందుకే ఆయన రాబోయే కాలంలో ప్రేమ సాయిగా వస్తానని చెప్పారు కూడా. మనస్సు శాంతిగా ఉండాలన్నా, బుద్ధి కావాలన్నా, యశస్సు, తేజస్సు, ఐశ్వర్యం, ధైర్యం, కార్యసిద్ధి, బలం, ఆయురారోగ్యాలు-ఇలా ఏది కావాలన్నా అన్నిటికీ ఆది మూలం ఆ తల్లి. అహంకారం, ఈసుఅసూయలు, కష్టాలు, నష్టాలు,కోపాలు, తాపాలు, రోగాలు, రొష్టులు, అప్పులు ఇవన్నీ తొలగిపోవాలంటే ఆ అమ్మ దయ ఉండాలి. అమ్మ దయ ఉంటే అన్నీ ఉన్నట్టే. శ్రుతి, స్మృతి, ఇతిహాస, పురాణ సదాచారాలనే ఐదింటిలో ఒకటైన ధర్మ స్వరూపంగా అమ్మ చిదాకాశ స్వరూపిణిగా వెలుగొందుతోంది.
శక్తి పీఠాలు ఏవి అనే విషయానికి ప్రామాణికంగా చెప్పే శ్లోకం ఇలా ఉంది.

Vijayadashami also known as Dashahara, Dussehra, Dashain (in Nepal), Navratri or Durgotsav is one of the most important Hindu festivals celebrated in various forms, across India, Nepal and Bangladesh.
The name Dussehra is derived from Sanskrit Dasha-hara literally means removal of ten referring to Lord Rama's victory over the ten-headed demon king Ravana. The day also marks the victory of Goddess Durga over the demons Mahishasur. The name Vijayadashami is also derived from the Sanskrit words "Vijaya-dashmi" literally meaning the victory on the dashmi (Dashmi being the tenth lunar day of the Hindu calendar month).

సుష్మా వర్మ నీ ఆదర్శంగా తీసుకోవాలి మనం... !!
13 ఏళ్ల కే లక్నో యూనివర్సిటీ లో చోటు సంపాదించుకుంది ... తన తండ్రి తన చదువుల కోసం ఉన్న ఒక్క పొలం అమ్ముకొని చదివిస్తున్నాడు ... యూనివర్సిటీ ఫీజు 25000/- rs కోసం సాయం అడగగా ఎందఱో మహానుభావులు తమకు తోచిన సాయం చేసి షుమారు 8,00,000/- rs పైగా సాయం వచ్చిందని తెలిసింది. అలానే కొన్ని స్వఛ్చంద సంస్థలు కూడా ముందుకి వచ్చి సాయం చేశాయని తెలిసింది .
తను ఇప్పుడు మన దేశం లోనే కాకుండా పరాయి దేశస్సు వాళ్ళ మనసు గెలుచు కుంది.

Inspirational Story of a 13 year old girl who stepped-in to University of Lucknow
Lucknow :A 13 year old daughter of a poor labourer in Uttar Pradesh has baffled everybody by galloping to a masters programme in microbiology,but at this age she should be in school.
Sushma Verma was the youngest ever to pass class 12 exams, at just over 9 years. Now the teen prodigy has finished her graduation and has been named in the merit list for microbiology at the Lucknow University.She begins her masters classes next week.
Sushmas father Tej Bahadur Verma, a daily wage labourer, earns barely two hundred rupees a day to feed a family of five.But when he saw his daughters name on the merit list, he paid the initial fee of Rs.25,000 instantly, not thinking about the rest,at least 75,000 rupees to be paid later.The family had to sell their land to pay for Sushmas education.
At their one room home in Lucknow, their most precious possessions are a study table and a second hand computer.
"I think education is important for my children, so I didnot hesitate in selling the land. We never got the chance to study,I donot want my children to work as labourers, I will do whatever I can to educate them," says Verma.
It took three years of college for Sushma to get used to studying with big boys and girls. At first, it was intimidating but everyone was really nice to me, so I was okay, she smiles.
Many at her college are shocked to see a senior who looks little more than a schoolgirl.
She is much younger, but I will give her the respect any senior deserves,said Renu Rathore, a third year science student and a year junior to Sushma.
Sushma wants to be a doctor and tried for medical college after school but was just too young. Now she plans to give her dream another shot when she turns 18. Age, she says, is just a number.

Nobody will grudge the accolades earned by Lucknow’s child prodigy, Sushma Verma, and the offer of financial help from individuals and organisations for pursuing her studies. As the 13-year-old wonder kid basks in the glory of becoming the youngest student to pursue a Master’s course — M.Sc. in Microbiology from Lucknow University — it’s raining funds for her. After noted film lyricist and one with a strong “Lakhnavi” connection, Javed Akhtar; a U.S.-based executive working with the Microsoft Corporation; and a Kolhapur-based charitable organisation, SKA Foundation, offered financial assistance to her, financial help for Ms. Verma has now come from Sulabh International.
The NGO has decided to adopt the child prodigy and will provide all possible assistance to her for pursuing higher studies. “The founder of Sulabh Sanitation movement, Bindeshwari Pathak, will honour Sushma Verma with a cash reward of Rs. 5 lakh when he visits Lucknow next week,” said Manoj Jha, adviser to Sulabh International. She had been described as a great motivator for children by the Sulabh founder, Mr. Jha added.
“Assistance has also been offered by Sunny Fernandez from Kuwait, Pradeep Agarwal from Goldrush, Lucknow; Shubodeep Kundu from Kolkata and Dr. Vinayak Prasad from the World Health Organisation for further studies. Sushma’s future is absolutely secure as far as her studies are concerned,” Manoj Dixit, Chief Proctor of Lucknow University, told The Hindu.
A tough road
Times have been hard for the Verma family. Sushma Verma’s father, Tej Bahadur, is a daily wage labourer and it was difficult for him to meet the expenses for her admission to Lucknow University. He had to sell one bigha of land to pay the first instalment of about Rs. 25,000 to confirm a seat in the university. The child prodigy’s name appeared in the second cut-off merit list for postgraduate courses declared on August 26. The family used to live in a dingy single room accommodation in St. Meera’s Inter College on Kanpur road, but they were asked to vacate the premises about two months ago. Ms. Verma now lives with her parents in a single room in Bargawan village.
Professor Manoj Dixit said the university was arranging for a suitable accommodation where the girl could live with her parents. He said the parents and the girl herself were not inclined to her living in a hostel along with students of a different age group. Ms. Verma passed her Class 10 (High School) examination from St. Meera’s College at the age of 7 and Intermediate at the age of 10. She pursued B.Sc. in Zoology and Botany from CMS Degree College. Her brother Shailendra holds the distinction of being the youngest Computer Science graduate at the age of 14.

The 13-year-old girl from a poor family in north India has enrolled in a master’s degree in microbiology, after her father sold his land to pay for some of his daughter’s tuition in the hope of catapulting her into India’s growing middle class.

Verma finished high school at 7 and earned an undergraduate degree at age 13 — milestones she said were possible only with the sacrifices and encouragement of her uneducated and impoverished parents.
“They allowed me to do what I wanted to do,” Verma said in an interview Sunday, speaking her native language of Hindi. “I hope that other parents don’t impose their choices on their children.”
Sushma lives a very modest life with her three younger siblings and her parents — eating, sleeping and studying alongside them in a cramped single-room apartment in Lucknow, the capital of Uttar Pradesh state.
Their only income is her father’s daily wage of up to 200 rupees (less than $3.50) for laboring on construction sites. Their most precious possessions include a study table and a second-hand computer.
It is not a great atmosphere for studying, she admitted. “There are a lot of dreams … All of them cannot be fulfilled.”
But having no television and little else at home has advantages, she said. “There is nothing to do but study.”
Sushma begins her studies next week at Lucknow’s B. R. Ambedkar Central University, though her father is already ferrying her to and from campus each day on his bicycle so she can meet with teachers before classes begin.
Her first choice was to become a doctor, but she cannot take the test to qualify for medical school until she is 18.
“So I opted for the MSc and then I will do a doctorate,” she said.
Sushma — a skinny, poised girl with shoulder-length hair — is not the first high-achiever in her family. Her older brother graduated from high school at 9, and in 2007 became one of India’s youngest computer science graduates at 14.
In another family, Sushma might not have been able to follow him into higher education. Millions of Indian children are still not enrolled in grade school, and many of them are girls whose parents choose to hold them back in favor of advancing their sons. Some from conservative village cultures are expected only to get married, for which their families will go into debt to pay exorbitant dowry payments, even though they are illegal.
For Sushma, her father sold his only pieces of land — 10,000 square feet (930 square meters) in a village in Uttar Pradesh — for the cut-rate price of 25,000 rupees (about $400) to cover some of her school fees.
“There was opposition from my family and friends, but I did not have any option,” said her father, Tej Bahadur Verma.
The rest of Sushma’s school fees will come from a charity that traditionally works in improving rural sewage systems, which gave her a grant of 800,000 rupees (about $12,600).
“The girl is an inspiration for students from elite backgrounds” who are born with everything, said Dr. Bindeshwar Pathak of Sulabh International, who decided to help after seeing a local television program on Sushma. She is also receiving financial aid from well-wishing civilians and other charities.

Living in a one room-apartment with her three siblings and parents, life for Sushma Verma has been anything but a light breeze. Despite the poverty, Sushma is one of those rare kids who demonstrated the capability and brilliance to complete schooling and pursue higher education a little too early than others. Having completed her high school at the age of 7, Sushma graduated from college recently, at barely 13. And now, she will be pursuing her Master’s of Science in Microbiology at the B.R. Ambedkar Central University of Uttar Pradesh.
Interestingly, the ability of finishing education early has been a trend in the family. Sushma’s elder brother completed schooling when he was 9, and became one of India’s youngest computer engineers at the young age of 14.
Sushma’s father is a daily wager earning a meagre 200 rupees a day. Not deterred by the high cost of education, the family had to sell their land in order to pay Sushma’s tuition.
According to the little wonder, she wishes to become a doctor, but because one cannot enroll for a doctorate program until age 18, Sushma opted for a master’s degree.

In our country – where girls lag behind in receiving education, and where, at a number of places, providing girls any form of education is considered unnecessary and inappropriate - the story of Sushma is a shining beacon of hope. The credit must be given to Sushma’s parents for having the moral sensibility to rise from the social stigma, and let their daughter pursue her dreams. “They allowed me to do what I wanted to do,” said Sushma in an interview.
While part of Sushma’s tuition will be covered by the money the family raised by selling off family-owned lands, the remaining will be funded by a charitable organisation.
